"Krasnogorsky" centre in Kamensk-Uralsky
- Official name
- State institution "Social Rehabilitation Centre for Minors Krasnogorsky of the city of Kamensk-Uralsky"
- Address
- Stroiteley St., 83, Kamensk-Uralsky, Sverdlovsk Oblast, Russia
- Reason
- Torture of children in care
What is happening
The centre houses children left without parental care — some of them since early childhood.
Former residents of "Group 4" told volunteer Nikita Pankratov and lawyer Ekaterina Gordon that from 2017 to 2022 a carer locked one boy in a dark staff toilet for whole days, cut his portions or denied him food entirely, and called him "the idiot boy" in front of other children.
Another child, they say, was punished for getting B grades: he was not allowed to leave his desk and was deprived of food, presents and sports. One more former resident says the carer incited children to provoke his brother, who has psychiatric conditions, so that he would be forcibly sent to a psychiatric hospital.
Case status
On 18 February 2026 the Investigative Committee opened a criminal case under Article 117 of the Criminal Code (torture); its chairman Alexander Bastrykin took it under his control. There is no public information about charges being brought.

Our demands
Our society STOP HUMAN TERROR demands:
- Bring the criminal case to court
- Remove the staff members the children complain about from work with children until the investigation is over
- Find out why the 2021 police report and the 2022 inspections led to nothing, and hold accountable those who covered it up
- Independently re-examine the psychiatric referrals and diagnoses of the residents
- Install video surveillance in the centre's common areas
Call to action
We call on the media, bloggers, public and international organizations to follow this case. If you lived at "Krasnogorsky" — tell us; we will not disclose your name.
What is known
- In 2021 one of the victims filed a police report right in the director's office — after that he was transferred to another children's home and never learned the outcome.
- In 2022 a former employee spoke about similar abuse. The centre was then inspected by prosecutors, investigators, the children's ombudsman and the regional social policy ministry — which says "no facts of cruel treatment were found".
- According to Ekaterina Gordon, the same carers the children complain about still work at the centre, and the psychiatric diagnoses given to residents prevent law enforcement from taking their testimony seriously.
Information is given according to the Investigative Committee and the media. The accusations are statements of former residents; no court has established the guilt of any staff member.
