- Official name
- "Anna Khobotova Centre" — a private network of "rehabilitation centres" for "troubled teenagers" (Dedovsk branch)
- Address
- Dedovsk, Moscow Oblast — a cottage in a residential area. Other branches of the network: Moscow, Moscow Oblast, Iset (Sverdlovsk Oblast), Rostov-on-Don, Azov
- Reason
- Torture and unlawful confinement of teenagers
What is happening
Parents paid 100,000–200,000 rubles a month and were promised that psychologists would work with their children. Teenagers were sent here for addictions, "gadget addiction", problems at school and behaviour.
According to Russia's Investigative Committee, from August to November 2025, 24 teenagers aged 11 and older were held in a cottage in Dedovsk. They were beaten, tortured and tied up, deprived of food and water and kept in isolation; they were not allowed to study.
On 23 November 2025, 16-year-old Roma was taken to intensive care unconscious, with multiple injuries to his head, body and limbs and marks of binding. He spent a month in a coma. Almost a year later he still cannot breathe, speak or move on his own.
Case status
The investigation is not finished (November 2026). Charges have been brought against the network's founder Anna Khobotova, administrator Vitaly Balabrikov, an 18-year-old resident of the centre and staff of the Yekaterinburg branch. Khobotova denies guilt. The authorities do not disclose the progress of the case.

Our demands
Our society STOP HUMAN TERROR demands:
- Bring the case to court and do not let the accused escape liability by signing an army contract
- Openly inform the victims and the public about the progress of the case
- Inspect every branch of the network and everyone who sent children there or covered for these centres
- Introduce licensing and state oversight of private "rehabilitation centres" for minors
- Provide Roma with full rehabilitation at the expense of those responsible and the state
Call to action
We call on the media, bloggers, human rights and international organizations to follow this case and not let it quietly fall apart. Parents: before sending a child to a private "centre for troubled teens", check it — and never agree to being cut off from your child.
What is known
- On 25 November 2025 the Moscow Oblast Investigative Committee opened a criminal case for grievous bodily harm by a group, torture, unlawful deprivation of liberty of minors and provision of unsafe services (Articles 111, 117, 127 and 238 of the Russian Criminal Code).
- On 28 November 2025 the Istra court ordered Anna Khobotova's arrest; in January 2026 the Moscow Regional Court kept her in custody.
- After Dedovsk, police shut down other centres of the network — in Dmitrov and in Iset near Yekaterinburg, where 22 teenagers aged 10 to 18 were found.
- The investigative outlet iStories found that the centre hired convicts from penal colony IK-12 in Rostov Oblast.
- According to the parents, more than 20 people have been recognised as victims. Roma's mother told MSK1.RU that, according to the investigator, Khobotova has said she wants to go to the war in Ukraine — under current Russian law this may free her from criminal liability.
All accused are presumed innocent until proven guilty in court. Information is given according to the Investigative Committee, the prosecutor's office and the media.
